Chulabhorn Graduate Institute organized a special lecture on explanation of the academic rank appointment criteria and procedure for faculty members in private higher educational institutions

On Monday 17 March 2025 at 9:00 AM-4:00 PM Chulabhorn Graduate Institute organized a special lecture on explanation of academic rank appointment criteria and procedure for faculty members in private higher educational institutions. Associate Professor Dr. Piniti Ratananukul, Vice Rector of Chulabhorn Graduate Institute, presided over the opening of the special lecture, and delivered an opening address to this event, which was held at the main auditorium on level 2 of the Chulabhorn Graduate Institute building. Two experts kindly accepted to provide this special lecture, namely, Miss Sutisa Janmookda, a specialist in academic rank appointment affiliated with the Office of the Permanent Secretary of the Ministry of Higher Education, Science, Research and Innovation, and Miss Hataikarn Thipma, who is affiliated with the Intellectual Capital Promotion and Development Division, Office of the Permanent Secretary of the Ministry of Higher Education, Science, Research and Innovation (MHESI).

The purpose of this special lecture was to provide the faculty members with accurate information and understanding concerning the new practical procedure which is applicable to their application for academic rank appointment in proper compliance with the appointment criteria since at present Chulabhorn Graduate Institute has become a private higher educational institution. The Institute has gained this new status as a result of its detachment from Chulabhorn Royal Academy and current operation under Chulabhorn Foundation. Therefore, in applying for academic ranks, all its faculty members must follow the procedure designated by the MHESI Higher Education Commission Regulation on the Criteria and Procedure for Academic Rank Appointment for Faculty Members in Private Higher Educational Institutions B.E. 2565. The MHESI’s criteria and procedure have resulted in a new procedure for the application for academic rank appointment; faculty members must therefore understand its criteria, practical steps, and relevant operational procedures involved in the application.

About 40 faculty members and other interested personnel attended the lecture, and it is expected that the explanation delivered during the lecture will enable the participants to prepare documents and academic works that are in compliance with of the criteria and procedure stipulated by the MHESI’s regulation. In addition, it is also hoped that they will gain incentive to application for higher academic rank appointment.

เมื่อวันจันทร์ที่ 17 มีนาคม 2568 เวลา 09.00 – 16.00 น. สถาบันบัณฑิตศึกษาจุฬาภรณ์ ได้จัดโครงการบรรยายพิเศษ เรื่อง การชี้แจงหลักเกณฑ์และวิธีการแต่งตั้งคณาจารย์ในสถาบันอุดมศึกษาเอกชนให้ดำรงตำแหน่งทางวิชาการ ณ ห้องประชุมใหญ่ ชั้น 2 อาคารสถาบันบัณฑิตศึกษาจุฬาภรณ์ โดยมี รองศาสตราจารย์ ดร.พินิติ รตะนานุกูล รองอธิการบดีสถาบันบัณฑิตศึกษาจุฬาภรณ์ เป็นประธานกล่าวเปิดโครงการ ทั้งนี้ ได้รับเกียรติจากนางสาวสุทิศา จั่นมุกดา ผู้เชี่ยวชาญเฉพาะด้านตำแหน่งทางวิชาการสำนักงานปลัดกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม และนางสาวหทัยกาญจน์ ทิพย์มา กองส่งเสริมและพัฒนาทุนทางปัญญา สำนักงานปลัดกระทรวงการอุดมศึกษา วิทยาศาสตร์ วิจัยและนวัตกรรม เป็นวิทยากรให้การบรรยาย

โครงการบรรยายพิเศษดังกล่าว มีวัตถุประสงค์เพื่อให้คณาจารย์ได้รับข้อมูลที่ถูกต้อง เข้าใจแนวปฏิบัติใหม่ และสามารถนำไปปรับใช้ในการขอกำหนดตำแหน่งทางวิชาการของตนเองได้อย่างถูกต้องตามหลักเกณฑ์ เนื่องจากปัจจุบัน สถาบันบัณฑิตศึกษาจุฬาภรณ์มีสถานะเป็นสถาบันอุดมศึกษาเอกชน โดยได้ขอแยกตัวจากราชวิทยาลัยจุฬาภรณ์ มาอยู่ภายใต้มูลนิธิจุฬาภรณ์ร่วมกับสถาบันวิจัยจุฬาภรณ์ ดังนั้นคณาจารย์ของสถาบันทุกคน ต้องดำเนินการในการขอกำหนดตำแหน่งทางวิชาการตามระเบียบคณะกรรมการการอุดมศึกษา ว่าด้วย มาตรฐานหลักเกณฑ์และวิธีการแต่งตั้งคณาจารย์ในสถาบันอุดมศึกษาเอกชนให้ดำรงตำแหน่งทางวิชาการ พ.ศ. 2565 ทั้งนี้การเปลี่ยนแปลงในระเบียบ กกอ. ดังกล่าวได้นำมาซึ่งแนวทางใหม่ในการขอกำหนดตำแหน่งทางวิชาการ จึงจำเป็นที่คณาจารย์ต้องมีความเข้าใจในหลักเกณฑ์ ขั้นตอน และแนวทางที่เกี่ยวข้อง

ทั้งนี้ โครงการดังกล่าวมีคณาจารย์และบุคลากรที่เกี่ยวข้องเข้าร่วมรับฟังบรรยาย ประมาณ 40 คน และคาดว่าภายหลังการอบรมผู้เข้าร่วมโครงการสามารถจัดทำเอกสารและผลงานวิชาการที่สอดคล้องกับหลักเกณฑ์การขอกำหนดตำแหน่งทางวิชาการได้ตามระเบียบ กกอ. นอกจากนี้ ยังช่วยสร้างแรงจูงใจในการขอกำหนดตำแหน่งทางวิชาการที่สูงขึ้นอีกด้วย
